國際特赦公布 全球執行死刑現況
國際特赦組織(Amnesty International)今天(11日)指出，馬來西亞將加入世界上將近四分之三的國家，廢除或停止執行死刑。
根據國際特赦組織發布的2017年全球執行死刑狀況報告，目前仍有23個國家執行死刑，其中，中國是世界上執行最多死刑的國家。
根據這份報告，全球執行死刑的次數正在減少。
報導指出，截至2017年年底，全世界有142個國家廢除或停止執行死刑；其中有106個國家，已經全面廢除死刑。
2017年最新加入全面廢除死刑國家行列的是幾內亞和蒙古國。瓜地馬拉則僅廢除了對民事罪行判處死刑。
非洲撒哈拉沙漠以南則在邁向廢除死刑方面有重大進展，這個地區被判處死刑的人數已經大幅減少。
但是索馬利亞和南蘇丹在2017年執行了死刑。相較於2016年，這個地區則有5個國家執行死刑。
布吉納法索、查德、肯亞以及甘比亞，則是採取了立法等措施，以終止動用死刑。
國際特赦組織指出，在歐洲和中亞，白俄羅斯是2017年唯一執行死刑的國家，最少執行了兩次，比2016年的最少4次減少。
哈薩克、俄羅斯和塔吉克，則是維持暫停執行死刑。
2017年，全球有個23國家執行了993次死刑，比2016年減少了4%，比2015年減少了39%。
2015年是處決人犯的高峰，執行了1,634次死刑。
國際特赦組織的數據並不包括中國，他們認為中國執行了好幾千次死刑，但中國把處決人犯的人數視為國家機密，並沒有公開。
除了中國以外，伊朗、沙烏地阿拉伯、伊拉克以及巴基斯坦，2017年執行死刑的次數佔了全球的84%。其中巴基斯坦比2016年減少了31%，伊朗比2016年減少了11%。
報告指出，伊朗去年執行了大約30次公開處決。
此外，巴林、約旦、科威特和阿拉伯聯合大公國，2017年執行死刑的次數則是增加了。
國際特赦組織也記錄到，有5個國家在2016年判處死刑，但是在2017年並沒有死刑的國家，分別是波札那、印尼、奈及利亞、蘇丹以及台灣。
不過，報告也說，台灣今年8月處決了1名人犯。
報告中特別強調，新疆維吾爾自治區的死刑情況完全缺乏透明度，並很可能有漏報和低估的情況。
日本和美國2017年執行了4次死刑，是八大工業國家(G8)當中唯二執行死刑的國家。
日本更在今年7月一連處決了13名奧姆真理教的成員，因為他們在1995年的東京地鐵沙林毒氣攻擊中，扮演了重要角色。
報告中指出，目前仍在執行死刑的國家，所動用的行刑方式包括：斬首、絞刑、槍決，以及注射毒藥等。
